Visitors to Cuba must obtain a visa before travel or tourist card from any of Cuba's diplomatic missions, travel agents or airlines unless they are from one of the visa exempt countries.
All visitors, including those with Cuban citizenship outside of Cuba, must have a valid return ticket and proof of health insurance. Holders of non-Cuban passports must also provide evidence of financial solvency at least US $ 50 per day. Visitors from many countries are expected to hold a passport valid for at least two months from the date of arrival.

Cuban citizen
Cuba tightly limits the number of days a Cuban citizen can stay outside of Cuba by issuing permits such as visas for holders of Cuban passports. Cubans who have lived outside Cuba for more than two years will need to obtain permission from the Cuban government before returning to Cuba, and those permanently living outside Cuba need to arrange travel insurance and return tickets to their country of residence.
People born in Cuba must use their Cuban passports to travel to Cuba unless they have official documentation to prove that they no longer have Cuban citizenship.

Future changes
The visa exemption agreement is signed with the following countries but has not been ratified:
- Ã, Kazakhstan - 30 days in the year period for a regular passport
- Kenya - for passports and diplomatic passports for public and government officials
- Ã, Russia - 90 days in 180 days for all passports on May 22, 2018
Tourist card required
Citizens from all other countries are required to purchase a Tourist Card (Tarjeta del Turista) prior to arrival, which can be obtained from Cuban missions, travel agents and airlines. A tourist card provides a maximum stay of 30 days (but 90 days for Canadian citizens), and can be extended once for the same time period.
Visa required
Residents from the following 20 countries are not eligible for a tourist card and must obtain a Cuban visa:
1 - citizens of other countries traveling to Cuba from India also require a visa.
However, they are eligible to travel to Cuba with a tourist card if they also hold a valid visa or permanent residence issued by Canada, the United States or a member state of the EU.
Transit
Transit passengers are exempted from visa or tourist card requirements if their transit time does not exceed 72 hours. They were allowed into Cuba.
