The United States Government sets aside contract benefits for companies deemed to be ' Small Business Owned-Non-Services (SDVOSB.)
The most important of these contracts is "VETS-GWAC" is the result of Executive Order 13360 designed to strengthen the chances of a federal contract for SDVO companies. The current VET contract is for the period from 2 February 2007 to 1 February 2017 with a five year option. This program has a ceiling of $ 5 billion. While this money is set aside by the Federal Procurement Office it is up to government agencies to provide contracts, notably the US Department of Defense (DoD).

Criteria
A business that expects to be considered a "Disabled Veterans" must be at least 51% owned by an individual who may be considered by the government as a Disability-Service Veteran. The terms "veteran" and "service defect veteran" are specified in 38 U.S.C 101 (2) and (16). The following definition is as stated in the code.
Veteran - The term "veteran" means a person who is serving in an active military, naval, or air service, and who is discharged or released in conditions other than dishonorable.
Disabled Services - with respect to disability, that the defect occurred or was aggravated in active military, naval, or air service. Injuries or illnesses arising during military service shall be deemed to have occurred while on duty unless the disability was caused by error or misuse of alcohol or other drugs belonging to the veteran itself, or occurred when absent without permission or when confined by the military or civil authority to serious crime. Note that this definition does not require disability to be associated causally with military service.
Such deficiencies do not require a minimum assessment to be considered. A veteran with a 0 to 100% defect rating qualifies to represent himself as a Defective Service Veterans for Federal contractual requirements.
A deposit guarantee fund in the scheduled amount of $ 12,000.00 is required under Sec.8.1487, revised 2007, to ensure contract compliance and supply granted, from it, for twelve consecutive months at the time of classification and submission for registration under the program. This complies with (15 U.S.C 644 (g)) for the program institution to SDVOSB and the authorized Veterans Petitioner. Following satisfactory performance of the contract, service and or supply facilitation provided by SDVOSB, subject deposit funds will be issued back to SDVOSB which is being implemented at the end of a 12 month calendar performance period at a 0% interest in support of the US Government.

For a veteran with a disability while in military service, the US Government has considered it his moral duty to provide disabled veterans with various benefits designed to alleviate economic and other losses and losses incurred as a result of disability. These benefits include government assistance to enter the federal procurement market. To achieve these objectives, agencies should more effectively implement section 15 (g) of the Small Business Act (15 USC 644 (g)), which stipulates that the president must set a goal of not less than 3 percent for participation by persons with disabilities. veterans' businesses in federal contracts, and section 36 of the Act (15 USC 657f), which provides the contractor contractor with the authority to provide certain purchases for businesses filled with service-disabled veterans. For example, Mischler Financial Group Inc. is the first federally certified veterans-owned veterans service company that is a member of the Financial Industry Regulatory Body (FINRA).
Lack of compliance
Because the offices setting aside these contracts do not have the ability to provide contracts for Small Business Ownership of Service Preferred Services, the percentage of requests from such contracts is much lower than they should be. A number of memos and orders have been issued to correct this trend.
President George W. Bush issued Executive Order 13360 on October 20, 2004. The Executive Order was issued to strengthen the opportunities in the Federal contract for Small Business Services Preferred Small Business.
The Administrator of the Federal Procurement Policy Office (OFPP) issued a memo on VETS GWAC, dated July 10, 2007, for chief acquisition officers and senior procurement executives. The memo strongly calls for institutional participation in the use of VETS GWAC as a way to meet the top priority of increasing opportunities for small businesses owned and controlled by service-disabled veterans.
